China is a state established by party name China Communist Party (CCP). In its institution, CCP have Standing Committee of the Political Bureau as the highest body on state policy making. Subdivide political elites later, bear political factions always been a part from China world politics. Which faction ruled and controlled government, followed by their possibility to made political change. Reformer elite attendance on China political podium lead by Jiang Zemin has made big progress with putting an environmental issue to the state economic program. That is also influence by strengthened in environmental issue on global context and internal condition of China environment degradation. At the and, political will from China leader have determine the happening of change. A reform faction orientation which is internationalis and strong support from CCP became successful key for the implementation of sustainable development in China.
